The report might read 55%, with the missing evidence being a working session on *this* codebase. That is allowed. Silent 90% is not. A forecast. “We will close this quarter.” Evidence: three verbal yeses, no paper, one champion who has not booked procurement. The percentage belongs on the forecast, not in the all-hands adjective. Rewrite it as claim / evidence / percentage. If the percentage is 80 and the evidence is one conversation, cut the number until you would bet it.
