Four checks: who pays later, on which surface, whether you can reverse it this quarter, and which incentive the decision just created. A first-order win with an unnamed later bill is not a decision. It is a delay. CASCADE, on this site, is the personal habit that fires that pause in your own head. DOWNSTREAM is the organisational protocol for delayed, displaced, previously unowned costs. This page is the card you fill *before* the commit, while the room is still watching the green number. ## The four checks Run them in order. Stopping early is a result. The card is one decision, not a tour of the company. 1. **Later payer.** Who is on the hook after this quarter, and are they in the room? “The team” is not a payer. A future hire is a payer you have not met. If the person who will inherit the cost is on holiday, or not hired yet, write that name as a blank. A blank is a fail. 2. **Landing surface.** Where does the cost actually arrive: partner margin, a regulator queue, a support queue, a renewal, an agent’s tool spend? If the surface is the same dashboard you just turned green, you have not left first order. Second-order work is not “the same metric, later.” It is a different desk. 3. **Reversibility.** Can you unwind this in ninety days without a ceremony? If reversal requires a lawyer, a migration, a public post, or an unsend you cannot do, write that down before you say yes. A reversible trial and a one-way door can share a first-order win. They are not the same decision. 4. **Incentive.** What behaviour did you just pay for? A bounty on tickets closed is an incentive to close tickets. Name the second behaviour it also pays for. If you cannot name the second behaviour, you have not inspected the incentive. You have admired the metric. If you cannot produce the four answers on paper, you do not have an audit. You have a first-order win. ## A decision that is still green Take one decision that is not the payment-terms river. The definition page already walked that. Growth wants the new outbound agent to send the first follow-up without a draft step. Time-to-first-touch is the metric. The number will go green this week. Fill the card before the send tool is live. **Later payer.** The account executive who inherits the angry reply. The founder who has to unsay a promise the copy invented. If only growth is in the room, those payers are not. **Landing surface.** Inbox reputation. A partner who was promised a different sequence. A regulator if the copy invented a claim. None of that is the time-to-first-touch dashboard. **Reversibility.** You can turn the send off on Monday. You cannot unsend Friday’s mail. You cannot un-promise. Write the one-way part before yes. **Incentive.** You just paid for speed of send. The second behaviour it also pays for is skipping the refuse list. A worker that cannot refuse is not faster. It is cheaper until the later desk invoices you. A fail on any line is the useful result. Slow the decision, name the missing payer, or keep the draft step. A green timer with a blank card is a delay you dressed as a ship. A second object, so the card does not collapse into agents. You put a bounty on tickets closed this sprint. First-order is throughput. Later payer is the customer at renewal, and the engineer who now owns a closed ticket that was not actually solved. Landing surface is the review pile and the reopen queue, not the sprint board. Reversibility is a policy you can stop; reputation you cannot. Incentive: close the ticket. Second behaviour: close it with a template and hope. ## CASCADE is not DOWNSTREAM **CASCADE**, on this site, is the personal habit: the pause in your own head that names the later bill before you commit.
