What he offers is narrower: help with one stuck decision about AI agents, venture work, or installing a named framework on a system you already run. So the short answer is about size. If you need an owner for AI across the business, hire a fractional CAIO. If you have one hard decision or one system to build, the narrower work fits. A plain disclosure before anything else: this is Len’s own site, and this page describes his own work. Read it the way you would read any provider describing itself. Nothing here promises availability, a price, or a result. ## What does a chief AI officer actually do? A chief AI officer, or CAIO, is the senior executive responsible for how an organisation uses artificial intelligence. That sentence is broad on purpose, because companies define the job very differently. The most detailed official job description comes from the US government, not from business. In April 2025 the Office of Management and Budget told every federal agency to “retain or designate a Chief AI Officer” ([OMB M-25-21](https://www.whitehouse.gov/wp-content/uploads/2025/02/M-25-21-Accelerating-Federal-Use-of-AI-through-Innovation-Governance-and-Public-Trust.pdf)). The memo’s list of duties, in plain words: - push responsible AI adoption through a governance and oversight process, - make sure the agency’s AI use follows the law, - act as the senior AI advisor to the head of the agency, - keep an inventory of every place AI is used, - run extra checks on “high-impact” uses before anyone accepts the risk, - advise on training staff and on AI spending. That list was written for government agencies, not startups. It is still a useful map of what “owning AI” means: a seat at the leadership table, a standing inventory, and the authority to act on both. ## What does “fractional” add? A fractional executive holds a senior role part-time, usually for several organisations at once. On Harvard Business Review’s IdeaCast, host Curt Nickisch described it as leaders “who might otherwise serve as full-time C-suite executives, instead offer their skills to multiple organizations” ([HBR IdeaCast](https://hbr.org/podcast/2024/11/the-growing-hr-trend-of-fractional-leadership)). The C-suite is the group of top executives whose titles start with “chief”. A fractional CAIO is that same AI seat, part-time. Definitions vary, and most of them come from firms that sell fractional placements, so read them as sales descriptions: - **Fractionus** describes early engagements of two to four days a month, moving from strategy to implementation support to governance. It says a CAIO does not “manage the engineering team or own the technology infrastructure”, and draws the line with advice this way: a fractional CAIO owns the strategy and answers for outcomes, while an AI consultant “typically delivers a report or recommendation and exits” ([Fractionus](https://fractionus.com/blog/fractional-chief-ai-officer)). - **Axial Search** calls it “a judgment role, not an engineering one”, and warns that it fails when the real gap is data architecture, risk governance or change management ([Axial Search](https://axialsearch.com/insights/fractional-chief-ai-officer)). Both agree on the core: strategy, priorities and governance for AI across the company, held by one accountable person. ## What does Len do instead? His page names three shapes of work and no others. **Advisory.** “A stuck decision on agents, retrieval, model routing, citation, or review gates.” You leave with a named protocol (a written, step-by-step method) that you can run on your own systems. The typical scope is one decision, one working session or a short memo, and a clear stop condition. **Venture.** Work that might become a company, a product, or a shared build, through his holding company LPH98.ventures. The page says plainly that most emails will not be this. **Systems.** Installing one of the frameworks from his books on a code repository or an operating calendar you already own. The deliverables are things you can inspect: [agent charters](https://lenvanderhof.com/en/blog/what-is-an-ai-agent-charter/) (a short job description for each AI agent), role cards, review gates (checkpoints a named person can fail), and “a path that survives the next hire”. And what it is not, in the page’s own words: “Not a packaged fractional CAIO shop, not an AI department, not a speaker bureau.” Prices are not listed. A six-question self-test Answer yes or no. The answer key follows each question. 1. **Do you need someone in your leadership meetings every month who answers for AI across departments?** Yes means an owner: a fractional or full-time CAIO. 2. **Is your problem one decision you cannot close?** For example: which actions an AI agent may take without a person approving them. Yes means advisory-sized work. 3. **Do you already have a repository or a running process, and want AI agents in it with named roles and review gates?** Yes means systems-sized work. 4. **Do you need a company-wide AI policy, staff training, or vendor selection across several teams?** Yes means CAIO-shaped work. Len’s page does not list it. 5. **Do you have something built that might become a product, and want a builder or capital partner?** Yes means venture-shaped work, with the page’s warning that most emails are not this. 6. **Can you not yet name the decision at all?** Then neither fits yet. Write the decision down first. If you said yes to question 1 or 4, you need an owner, not an advisor. Hiring an advisor for an owner-sized problem gets you a good memo that nobody has the authority to act on. ## A real warning that applies to both In the same HBR episode, researcher Tomoko Yokoi described a business owner whose fractional marketing executive did not work out. The owner felt the executive was applying what had worked for past or parallel clients instead of solving her problem, and that the work had become transactional. The lesson holds for a fractional CAIO and for an advisor alike: the brief has to carry your specific constraint, or you get someone else’s answer. That is also why Len’s page asks for “one stuck decision, one constraint, and the protocol or repo you already have”, and not for a wish list. ## Try this today: three lines in fifteen minutes Before you email anyone, write three lines. 1. **The decision**, phrased as a question with an A-or-B answer. 2. **The constraint** that makes it hard: a budget, a law, a customer promise, a person. 3. **What you already have**: a repository, a process document, an agent that half works. If all three lines came easily, you have an advisor-sized problem, and you can bring it to whoever you choose. If line 1 turned into ten AI questions across five departments, you have an owner-sized problem. That is the CAIO seat, part-time or full-time, and it deserves a leadership hire, not a memo.
